I dough changing the starter has anything to do with it ! Unless you pulled on the wires an one broke Ground or a power wire ! I'd check wires in the door , the boot going from body to door . wires like to break inside ! would cause windows an locks not to work !
I presume you did step one in the FSM book,
that says, remove neg lug first. on battery,? (starter pulls, ALT too)
if yes, good, if not , you blow fuses, or surge the snarf out of electronics,, (oops that can be bad) BCM scrambled?
first ,check all fuses, (any time electics fail , fuse be first)
then scan it, see if the PCM knows what's up.
keep in mind car is old and grands have complex wiring, (huge)
the book on it is free, and covers both your failures.
and all wiring.
only right front door.
ill just look at the power windows. for you....
on this car the BCM tells the Passenger door module (brain)
to run the window motors using the PCI network commands.
fuse 12 blown kills left and right.
G300 ground runs both doors, but is split to left and right.
that is S338 or C314, wires, ground, if broken to door or in door
many things in the door die.
oddly does the right REAR window work, if yes, then that ground above is ok, so... you never said. the car has 4 doors.
why not say what all do.? or dont do.
the same door cont. module runs the locks and the lock is closed. the right module runs right front and rear. so.....?????
The door
switch tells the alarm , yes, door is locked,
if the BCM is scrambled, or the door cant talk to the BCM then the door module can report, the door breached (alarm) scan it, scan it again. for comm errors.!
the BCM talks to the module on the PCI bus. and if the PCM cant talk to it, you'd have seen that scanning the PCM. like all posts on this forum
you did NOT scan it first. (SNAFU)
the scans would show, DTC error BCM cant communicate to
Door right modules, so not scanning for errors , means
you miss all those facts.
or the BCM is scrambled, (the scan tells you that, too.)
you cant fix cars lacking a cheap scan tool.
unless super lucky and S338 is seen cut in door.

I have a 2000 Jeep Grand Cherokee the power windows,power seat , door would not lock , and the inside lights would stay one ..i thought it was a fuse problem but no fuses for that ... in the rubber boot between the door and frame ..the was the ground wire was split ... put a **** connector on it everything works great now ....

I don't think you need a wiring diagram.
Jeep had alot of problems with the lock accuator in the tailgate.

I had the same problem with now power to windows, mirrors and seat. The common soulution is the orange and or black wire in the boot have broken between the door and post.

Sounds familiar - I pulled the rubber boot back and found the black wire was broken. I stripped the wires and put on a couple bullet connectors (terminators) and all is good. Just wish I would have seen this post before I took the door panel off... Oh well...

SOUNDS LIKE YOU HAVE BROKEN WIRES BETWEEN DRIVER'S DOOR AND BODY AT A PILLAR..PULL RUBBER BOOT FROM BODY AND DOOR AND INSPECT WIRING HERE
