There are adjustment screws on the side & top of the headlight assembly. Most use a phillips(4 blade) screwdriver. Turn the one on top in to raise the light, turn it out (unscrew) to lower.

What kind of vehicle would help. start whith obvious if it worked before it should still work after changing headlights regardless. Possible headlight swich itself . Check headlight connections first. Go from their. Good luck.

Poor nighttime visibility in snowstorm

How old is your car??? What kind of car is it? What comes to mind is the car sets in the sun most of the time. And the windshield is laminated (two pieces of glass held together by a film of plastic) This plastic over time will shrink causing light to deflect causing poor vision. If this is indeed the problem the windshield has to be replaced. I would think insurance would cover it.

Seal beam doesn't light

You should be able to replace just the headlight bulb itself, most cars haven't had sealed beam headlights since the '80s. Assuming that's what you mean by "seal beam". Is it the main beam/dip beam, the high beam, or is it a driving light/fog light (usually mounted down low in the bottom of the front bumper area)?

Full beam

Last thing to check is the switch on the steering column (or wherever yours is located)

I've replaced it on one of my cars which would only give me parkers or high beams, no low-beams.

These mechanical type of switches can wear or break, so if all else fails, that's where you need to look next.

Replacing it yourself shouldn't be too hard if you've ripped bits of car interior out before. Get the steering-column shroud off, unscrew and unplug the headlight stalk, and throw in a used or (better yet) new stalk! =-D
