That means that either the cable is not in tension, or the cable is broken, or the hood latch is broken.
Try using plyers to pull the release cable. If they do not work, either cable or lock is broken. In that case the hood must be forced to open.
The hood can be forced to open using a lever or making a 1/4 inch hole through the hood, and tripping the latch (somebody used a wire coat hanger to do this) . After that you will have to replace or repair the hood.
