You need to buy or rent the special tool necessary to release the tension on the belt. One of the idler pulleys will have a spring that keeps the tension on the belt. There is where you use the tool . There is a diagram under the hood that shows you how to position the belt around the various pulleys on the engine. Once you have the belt positioned correctly, you use the tool to move the spring loaded pulley far enough to allow the belt to be positioned so when you let go of the tool , the pulley will add tension to the belt.

Depends on the motor. If there is a mount on the passanger side that the belt goes around then yes. Don't fret though, easy to get around. Use a jack and a piece of wood on the oil pan to support the motor so you can remove the motor mount to remove the belt. Again, this is on SOME gm motors not all. On the others the mount isn't in the way at all.
