These ignition / lock cylinders use sear bolts , When you put the new one on an tighten the bolts the heads sear off . To get old one off take a chisel an hammer an hit the old bolt on the side an get to loosen ! Hope I explained this well enough . There is a video on you tube I saw on how to do it .

If you mean actually replacing the ignition switch on the vehicle with a locking column. You need to do this. Dicconnect the battery, remove the lower panel of the dash if there is any. There is a bolt on the steering column near the fire wall on most vehicles, remove this bolt, it will release the spline on the steering column. Disconnect all wiring going to the column, unbolt the column from the dash support. Remove the column from the truck, on the ignition switch you will see where the two shear bolts screw the assembly together, center punch the center of each bolt. Now drill the bolt with a 1/8" drill about 1/4" to 3/8" deep. Now use a 3/8" drill and drill out the shear head until it comes off the bolt. You can now remove the switch assembly from the column. The new assembly should come with new shear off bolts so when you bolt it in place when tightned they will break off rendering it tamperproof again. Most vehicles are designed like this now to stop theft. Check the column for operation before reinstalling it in the reverse of above. You just want to make sure the key locks and unlocks the column before reinstalling in the vehicle. You may want to do this before you totally tighten the bolts and break them off permanently. sort of a solution. if you can get the ignition to turn to the off position there is a pin under it you can push and pull the whole thing out and start it with a screwdriver. or you can take out one screw from behind the ignition on the little black thing and you can start it with anything. i'm not sure if that will unlock the steering column though. hope this helps

Turn steering wheel left and right slightly and turn key at the same time but donot force the key to turn, but usual the steering lock has jamed in the lockout part so take it easy..

Remove drivers knee panel then electrical plugs to steering column. Nest inside the engine bay remove the bolts from the universal joint. Last remove the two bolts holding the steering column to the dash frame.

Please dont think Im talking down to you when I ask this, but did you try turning the steering wheel? If the steering wheel is got tension on it ie against a curb, etc then the key wont turn in the cylinder. If that isnt the case then if you have the inclination you can try taking the steering column apart and replacing the ignition switch, or get it towed to your mechanic...
