What's the best diagnostic machine to check faults

A professional scan tool, you can not afford or
or professional software,for a computer

You will only be able to afford a code reader & they
only read generic codes, not ALL info, as you suggested.

If you have no factory service manuals, you won't know
how your vehicles systems work

Then without the powertrain/emissions diagnostic manuals,
and possibly wiring diagrams, you won't have the reference
material necessary, to learn where to start any testing, once
you get codes

I have a 2001 chrysler sebring the starter won't

sounds like your bendix on the starter spring load mechinism gear you will need to test it by removing your starter and hooking up a battery to it. You will see and hear the gear come out and turn...if it doesnt function properly then you will have to replace your starter.also may want to check the solinoid..

Rad fan won't turn on when the car is at operating

The first thing I would check would be the temperature sensor that sends a signal to the relay to turn the fan on. Of course make sure you have plenty of water in the radiator or the sensor won't work at all. I have seen anti-freeze come through the sensor and corrode the wires shorting them out. So it could be broken wires, unplugged wires or a bad sensor. I am not sure exactly where the sensor is at on the Pacifica but your local parts store could show you. It is usually in the intake or cylinder head.

Well; Evin since Apri', I'm SILL messing with this silly '98 Cirrus LXi! Chrysler Dealer 'diagNOSED' it and said 'T PCM won't respond to the diagnostic machine, and offered me...

I would go for the salvaged one. You may just luck out and it will turn everything on. If not some auto stores are now reprogramming PCM's. Cost is $50 to$75. The store here is called speedway auto parts. This is alot cheaper than the dealer. I personally only use salvaged ones, unless no one has the one I need at the time. There are 6 to 9 different PCM numbers that you can use, so finding one with exact part numbers is good.
