Vehicle manufacturer recommendations are considered the minimum but while a fuel filter will mostly go much further without trouble, changing earlier tends to prevent trouble before it starts, especially where fuel is contaminated with water either from the source or the vehicle's own tank.
It is only by removing the filter and carefully examining the fuel it contains in a clean bowl can the start of future trouble be identified.
I mostly change all but a few fuel filters annually and the few get changed biannually.
Every 30,000 miles is the factory recommendation but if you use a good brand of fuel 60,000 is OK in my experience.
