Several different opinions.

I would start looking at your boost control valve and vacuum lines going to your turbos waste gate, as well as the recirc/bypass valve. Usually when cars don't boost they have either stuck open waste gates or recirc valves. Or something is blocking the boost control valve from releasing the waste gate. Also make sure that all your intake hose clamps are tight so they are not releasing boost prematurely.

the waste gate is probably controlled by a vaccuum line. i have seen some home grown devices that would adjust the ammount of vaccuum signal the wastegate actuator recieves, there are also some turbo boost controllers that are available in the aftermarket that let you adjust the boost pressure from the driver seat and some even include a "turbo timer" that keeps the car running a predetermined ammount of time after you turn off the ignition so you dont melt down a turbo by just parking the car hot. of course the backyard stuff is cheap and somewhat effective, the turbo boost control unit is a much safer and more precise way of doing it. sounds like you already have some cash invested in this, it would be a shame to lose it over the cost of a boost control unit and melt your engine down by overboosting it and blowing out the head gaskets or the manifold blowing off. this is one i found rather quickly on the internet http://www.turbosmartonline.com/index.php?id=355

i think you need to clarify this moreso the boost on the vehicle and what you seem to be talking about is the turbo not a solenoid

I had a turbo renault , I cranked the wastegate down to increase boost and had same problem.
There was a sensor that cut the ignition if the turbo was over pressuring. Was a pretty violent jerking, felt like it was tearing the engine mounts out.

If your havinf any trouble I suggest you can pick up a repair manual from any part store and if you feel like spending around $26 you can get alldata online for you car for a year I just did it for some wiring diagrams and it helped me out bigtime good luck

the EJ20 should have come out of a 02-05 Impreza WRX.
