My Vauxhall mariva 2011 has loss power in the steering is this a common fault for age of car

Your code 21 is just telling you that your left sidelight is out. The shaking and juddering is a different issue and needs a pro grade scan tool computer to see which sensor needs replacing.

my advice is stop driving before you kill someone . next if your handy do what any one else would ,take it apart and look for something jamming around the key lock .it could even be the steerring box .

Check power steering oil level. If OK and belt is good check p/s idle up control if this sympton occours at low engine revs.
