This an engine coolant temperature fault, most likely caused by a defective thermostat, probably one that is open all the time.

In addition to the previous answer, check to see if your upper radiator hose is partially collapsed. If so that tells you that your thermostat maybe working correctly, but your radiator cap may be faulty. Worse case, take your thermostat off, boil water on the stove, drop thermostat in water after coming to a full boil. If thermostat opens, it's good. If not, I would replace the thermostat and the radiator cap.

Code P0128 indicates a faulty thermostat, more than likely it is always in the open position causing the coolant to come up to operating temperature too slowly.
My suggestion is to find a different repair shop.

PO-128 Coolant Thermostat, Temp Below Regulating Temperature

Leaking or stuck open thermostat
Coolant temp sensor
Cylinder head temp sensor
Engine coolant level

You could have more than one issue

The only way to answer your questions,is to put a scanner on your vehicle,and see what codes you have.
The codes you get,do not indicate a failure,necessarily
You have to follow a diagnostic process,to find any problems.
If you have been going to auto parts stores,to have codes read,and have no knowledge or intension of doing your own work,you need to find a good repair shop, and just have it repaired,fairly soon

I have a 2004 Gmc Envoy putting out a code of 0128 what does this mean?

It means the car has not reached operating temp. The computer wants the engine a certain temp so it can go into "closed loop" where it fine tunes the fuel mix for optimum economy and emissions. If it cannot reach that temp it sets that code. You either have a low coolant level or a stuck open/missing thermostat.

This code indicates a problem with the fan clutch, the speed it is running is not the speed it was commanded to run/ The fan clutch assembly needs replacing.
