Are the fuel injectors being turned on by the PCM ? Do you have a anti-theft system light lit on the dash ? How do you know fuel is getting to the fuel injector rail ? Did you hook up fuel pressure gauge ?

Since you mention "gas rail" I'm assuming fuel injected.
I'd check the fuel pressure in the rail. Should be around 40 PSI.
If pressure is OK then injectors not working. Time to check cps.
You know the spark side is OK since it will run.
If gas is getting to the fuel rail, it is getting to injectors. If fuel pressure is good, probably the injector circuit is not working. With a test light you can check the injector circuit. Post back for further help. What year and make is the car?
Turn the key untill all of the lights on the dash light up but dont start, then turn off. repeat this about 4 or 5 times. this will prime the fuel rail. if that doesnt work i would suggest getting under the hood and bleeding the air from the fuel rail. on the rail there should be a cap, take that off and use like a pen or your finger to push that like needle in there until fuel comes out. if all else fails it maybe a fuel pump.
how much pressure are you getting at the fuel rail? you also need to check the impact shutoff switch to make sure it is not tripped, it will be a black box usually behind one of the kick panels, with a button on it press the button down to reset then try stating the car
you don`t say what motor is in this so here is a basic procedure, find the fuel rail where the fuel lines connect to at the intake manifold.disconnect the fuel lines(be carefull you could get gas in your eyes from fuel spray or start a fire due to hot engine)these lines have high pressure fuel in them.look at the fuel rails to see what all is in the way to remove them and remove interferance items.remove the bolts that hold the rails to the intake manifold,gently lift wiggle the fuel rails and you may have to pry up on the rails in places to get them to come out with the injectors attached the rails.you should make sure any debris is removed from around the injectors so no dirt falls into the injector holes before you remove.then you can remove the injector to rail lock clips and remove the injectors from the rails.clean areas were the injectors will be going apply either gas or silicone on the injector O rings then install injectors to rail install lock clips and reassemble.replace all the O rings as they get dried out brittle and crack or split.re-install removed components start car and check for fuel leaks.
you will need to remove the air cleaner and pour a small amount of gasoline in and get to start, the fuel rail is vapor locked and needs the engine running to pull this air pocket through the fuel rail,it may take more than once if the fuel filter in the rail got dried out between the gas tank and engine
