Surges are usually from dirty throttle body's, idle air control motors, or airfilters. I would clean or replace these first. Other things could be O2 sensors, or bad catalytic converters.

We change the front roter and now the brake pettle pumps when i brake


Pumps when you Brake? Do you mean you have to pump it to get it to brake or it surges the brake pedal? When the rotor was changed, most likely you had to compress the Caliper to get it on and may have changed the pads while you were there. If that is the case then sometimes the seals in the Caliper will roll instead of sliding back properly. If this is the case and you have to pump the brakes because they are spongey then you will need to replace the caliper. If the brake pedal is surging when you apply the brake (which would also be felt in the steering wheel then the new rotor was either incorrectly installed or is warped.

My 1989 22re idle surges when warmed up and brake pedal applied. let off the brake it stops surging


Check the vacuum hose from the engine to the power brake vacuum reservoir, it make be loose or cracked and will cause an erratic idle because of the vacuum leak. Please rate this answer, thanks.

When pulling into a parking stall the car raced forward


try removing the floor mat.. sometimes the mat gets caught on the gas pedal and as you apply the brakes it applies the throttle. It would seem that the harder you press the faster the engine races...

The brakes some- what run with the vacum in your car. If your A/C doesnt work than it means that you have a Vacum leak somewhere.

If you feel a pulsing in the brake pedal when you apply the brakes, your brake rotors are warped. Replace them or have them cut true again.

Surge in idle when brakes applied or after driving..


block off vacuum hose to brake booster and see if idle returns to normal if it does you need new brake booster has hole in diaphram internally some times slight hissing noise is evident in cab when pressing brake pedal to section where engine surges or idles high. also check for fuel leaks from hoses if you can smell fuel in engine bay while running and engine warm some leaks only leak while running and hot
