Question about 1999 Chevrolet Tahoe
Pull the door panel and make sure the rod is still connected or that where it connects to the handle isnt broke off. if its ok there it may be disconnected/broke at the latch

Most likely it's about an electrical problem - a switch or something ...
You can use the OBD 2 car diagnose system for this .
Is no need a computer ...

you have to open the door panel and you will see the link has dropped ou of its retainer just push it bak and make sure you lock the tab yo shouel be fine

there is a pin in the door handle might have broke off there are two 10 mm nuts that will release the handle but you have to take the door panels off and remove it any local junk yard should have it or can order it for you

It's probably broken, or unhooked. Just take your inner door panel off, and you'll soon figure out what's happening. Sometimes the rods get bent, or they come off the clip, or just need adjusting. And sometimes the handle itself is broken, but you can do it!
