Its a 1999 chevy tahoe. Changed fuel pump twice.

Could be the pressure regulator on the fuel rail. Pull the vacuum line off the regulator and check it for fuel contamination. There should not be gas in the line. If there is fuel in that line the regulator is bad and needs replaced.

1999 tahoe while driving it stalls we have to start it with starting fluid

Sounds like a fuel pump issue. Do you run the fuel tank below 1/3 of tank? That CAN overheat the pump if there's not enough fuel to cool the pump. It may be the fuel regulator, filter, or pump. There have been some noted issues with insufficient grounding of the fuel pump wiring as well as some pumps that just don't live long. If you have access to a fuel pressure gauge, check to make sure you have over 60 pounds of fuel pressure at the fuel rail under the hood.
As the fuel pump is submersed in the fuel tank, enough fuel to cover the pump is needed to adequately cool the pump. Running the tank low will eventually cause failure of the pump.

Ecm 1 fuse blow when attemping to start vehicle 1999 chevorlet tahoe replaced fuel pump

So as I understand it the fuse only blew after a fuel pump job.

There is a TSB on repeated fuel pump failures with these trucks. The fix is to also replace the harness connector that plugs into the tank harness.

Unplg the harness and inspect it before you turn the key again if you suspect this.

We've been having the same problem with our 1999 Tahoe. We were also told either fuel pump, fuel regulator, or injector. We believe it is the fuel injectors, particularly since reading this:
