Check the cigar fuse--15 amp interior fuse box, not only check the fuse, check for voltage on the fuse circuit, use a test lite to check for voltage.
As far as the window, have to check proper voltage and ground, wire harness, on hinge side of door. If that checks out, have to check window motor. I haven't looked at power window wiring, yet?

Sounds to me like you've got 2 separate problems there even if both events happened at the same time. The cigarette lighter is almost certainly either a fuse or loose connecting wire issue. Your passenger window, however, sounds like the window regulator motor is shot. GM cars are known for that particular issue - especially Buicks. I replaced all 4 of them in a 2001 LeSabre. Anyway, your manual, or maybe even the fusebox inside the cover will tell you which fuse controls the lighter. Another possibility on the window is a bad switch. If yo can hear a small clicking noise when you engage the window switch, the switch is good. I don't know if you have a master control on the driver's door where you can raise/lower all four windows from there, but if you do and neither switch will raise the window, it's the regulator motor. If that's what it is, you don't want to have that repaired at a dealer. They'll charge well over a thousand bucks for the parts and labor. You can get the part from Advance or some other parts store and either do it yourself or have someone you know do it. I think I paid around $70 for the part. Good luck.
