Undo the centre cover screws,s or push down and a 1/4 turn, if it has an air bag pull the fuse for it out undo the centre nut to half way rock the steering from side so side really hard they usually come off other way is the correct puller ,mark the wheel to shaft to go back inthe right place

I have the same issue on my subaru legacy -- dig into the chilton repair manual- you may have the same issue -- it's called a clock spring which transfers the power to the air bag in the steering column - in my case the cruise control was intermittent also which lead me to the source of the problem.. The good news in my state is that they will not fail you for vehicle safety inspection, the bad news is it doesn't offer any peace of mind. Otherwise it may be a sensor connection somewhere. Working with the air bag is tricky and dangerous. I would summarize you may have a lot of rust on the underside of your vehicle as well this may be the indicator that your sensor doesn't have good connections.The chiltons manual should detail the how to of finding the problem along with repairs to the air bag system be certain to follow the details for repair safety as you do not want it to go off when you are working on it. Your local library should have a copy - call ahead to be sure it is available, otherwise you can sign up for a service manual online for your year make model. Ck
