Hacosta: the horn is not under the hood, it is under the driver's side front fender behind the front bumper. You will need to access it by removing the left fender liner. Both horns are mounted on the same bracket.
You have a horn relay located in the battery junction box which is next to the battery on the left side of the engine compartment.

Try looking behind the grill around the headlights. If you don't see it there look under neath and up just behind the bumper.

SOURCE: location of horn on 1996 Saturn S series

On SL2, the horn is just in front of the radiator in the middle of the car. It is nautilus shaped, although it is difficult to see the shell-like shape while it is installed.

'96 would have a built-in relay in the horn; no relay in the junction box.

Hope help with this.

Ignition was not working the key wont go in,after it was fixed the horn wont work what could be the problem?

horn fuse is blown, locate fuse box, sometimes there are 2 , one in car and 1 under hood, engine compartment.
use your cars manual to see horn fuse and replace with same fuse.
If the fuse is burned out, replace it. Try the horn again. Check your car owner's manual for the location and type of fuse. Check whether there is any debris obstructing the horn button on your steering wheel that may be preventing the horn from sounding

Warning horn does not work. All fuses checked on fuse panel under steering wheel and beside battery under the hood.

Every car model has a different location for the horn; but mostly toward the front of the hood.

I check the fuse and the horn is not working

Check in your owner's manual for the location of the horn relay. It will usually look like a small metal or plastic box that plugs into either the main fuse box or the high amp fuse box under the hood. If your horn fuse is good then most likely the horn relay needs replaced.

Horn does not sound, i need to know where the horn relay is and where the horn itself is located. The fuse is good and pressing the horn button you can hear the relay clicking, so I suspect the horn relay...

horn is under the hood. usually right against the grill or mounted on fender well. fuses for horn can be under the dash, or in fuse panel under the hood.

1996 Saturn SL. Horn doesnt work. Fuse is ok. Can't find horn under hood.

it is behind bumper drivers side. I believe there is a relay in the horn, making the horn unique and origional replacement required. if it has three wires in it then it has built in relay.
