its incorporated with ignition coil circuit , same fuse covers ecm/pcm , fuel pump relay and O2 heater circuit. here's a diagram of fuse location and description .
I might be able to get a power distribution diagram for fuse box to help trace all sources to see where your dropping power. let me know if this helps.

Yup, evap canister related. Replace the gas cap first, then replace the evap vent valve, then the evap canister. Replace 1 at a time till you fix your problem. If problem persists, report back.

you cannot set the timing. the computer controls the timing by rpm/load. there is a sticker under the hood that says timing and idle are preset and canot be adjusted. any car with fuel injection you cant ajdust the timing

the code you have is high voltage in the wiring of fuel gauge. This is probably either the fuel pump,ECM, you must ask the main dealer mechanic to help about.
