Circuit Opening Relay
Circuit opening relay controls fuel pump circuit. The Engine Control Module (ECM) receives an input signal at STA terminal when engine is cranking. Starter signal is also applied to terminal STA of circuit opening relay.
Starter signal energizes circuit opening relay during cranking. Circuit opening relay then provides voltage to fuel pump or fuel pump relay.
Fuel pump switch in airflow meter provides ground for circuit opening relay.

The term " CRANK" is what the Starter is doing to the Engine. I think you mean is 'it Cranks but wont Start'.
Is the engine getting Spark? Is the engine getting fuel? You need to check these two things before randomly swapping out parts.
If it's fuel starvation.. Check the fuel pump relay or possibly a bad Fuel Pump.

Check the owners manual for how to disarm the security system. They are designed to shut off the starter and fuel pump when the security system has been triggered to prevent theft.

Does the car have a security system on it

The security system would not affect the pump.
The anti-theft pass-key system disables the starter and the injectors.
If the pump has no voltage check the pump relay.

Replace the Relay going from the starter that is bolted on the frame above the cooling fan. When the security system is enabled it cuts the power going to the fuel pump and disables it.
