I was fully reclined and the handle on the inside center of the car would not move. It felt like it was jammed. Since I could not drive with the seat fully reclined I man-handled it to a little better position but now it bounces a little. Is there any way to fix this problem other than replacing the seat?

It sounds like the inside of the recliner knob is stripped out. If
you go to your local GM dealership and give them your VIN number they
can order you a new one. Here is the removal and installation
directions. Driver or Passenger Seat Recliner Handle Replacement Removal Procedure
Use a flat-bladed tool to remove the plastic center cap from the center of the recliner handle.
Regarding the passenger seat, to allow someone into the back seat, push the seat back lever DOWN. This will flip the back of the seat forward and allow the seat to slide forward. Simply push firmly on the seat back (no need to touch the lever) and it will return to its original position.
If you pull the seat back lever UP, you can adjust the recline angle of the seat back. Pulling the lever UP will also let you fold the seat and slide it forward, however, it will not return to its original position.
If you have an S model then you look under the carpet in the rear cargo area (Trunk?, Boot?) For the standard Mini the battery box is located near the firewall toward the left side of the car (the Drivers left) You will see the battery wires coming out of the box. Carefully squeeze the plastic clips on either side of the box and pull it up. Some rubber baffling material will come up with the box... that's OK.
Mini's have very special size battery so do make sure you get the right size that will accommodate the hold-down straps.
You could remove the seat and check to see if there is anything jammed in the seat rails causing the seat not to adjust up or down. Remove the 4 Torx-40 bolts from the rails tilt the seat back and disconnect the connectors that are lined up under the bottom of the seat. MAKE SURE THE KEY IS OFF AND STAYS OFF. Check the rails, check the operation of the height adjust. If it still does not work then it most likely needs seat rails.
