If it isn't cold it mmore than likely has a leak. Find a shop that can detect the leak, UV dye is preferable way. repair the leak, recharge to specs and you should be fine. cost will vary from area to area depending on labor rates. good luck
Try having someone evac and recharge the system to get all the air out ,if its still not cold try to clean the condensor it looks like a radiator and is located in front of it make sure there is nothing blocking the air flow like dirt or grass, if that dont help replace the fan clutch,the more that air flows past that condensor the better the a/c cools
You may have a small leak at a hose or front seal of compressor. You may want to think about having freon level checked before adding freon. Most shops at this time of year have A/C service specials going on for under 75 bucks. If it is a small leak just tell them to add freon to get you by till next year if your short on cash.
