We have a 1999 dodge ram 1500 5.2 and we changed the trans for a 2000 one 9 months ago and now once again it's not changing gears at all, it just accelerates. We chaged fliters and checked the oil what...

Its probally no good. There probally isn't, but I would see if there is a warranty on the tranny you put in 9 months ago. Im sure you know this but those trucks are known for the transmissions failing usualy between 140,000 and 180,000 miles depending on how it was driven. Try finding a used one here and it will tell you the miles on the truck it came out of. Of course, find one close to where you live with the lowest miles possible. Once you get it in and working, I would sell the truck or trade it in. Also, if you do some research, there is one type of transmission that they put in that truck that doesn't have the problems the others do. If you can find the model or part number I would get that transmission if posible. I hope this helps and you have better luck with the next transmission.

Change trans fluid & filter. If you have someone do the work, have them flush the system to get all old fluid out. Sounds like a valve body issue and a fluid & filter change should solve the issue.

It still sounds like you have a restricted cooler. Does it have just one in the radiator or does it have a secondary one in front of the condenser. Have you checked the cooler flow? At least one quart in 20 seconds. Also 46re transmissions only flow in drive unless you update the valvebody.

1500 dodge ram is not able to get up to speed as it once did

I had a similar problem with Jeep Cherokee with a clogged catalytic convertor. If you have the ability to temporarily disconnect it from the exhaust system, you'll know for sure.

What year is your RAM? If new-enough, the cat might be covered under 5-year, 50K mile emissions warranty.
