Take it to Autozone or O'reilly and ask them to scan it with a tester. This should pinpoint the cylinder.
You could also try unplugging the injector wire one by one to isolate the cylinder if we are talking about a gas engine. The rpm should not drop if the cylinder is dead before you unplug it.

With the engine running, unplug 1 injector at a time. The engine should stumble a bit when u unplug it so youll know that injector is working. Go down the line 1 at a time. Besure to plug it back in before going to the next. When you unplug a injector and nothing happens, you probably found the dead one

Check wiring harness around and including plug to the coil pack. Also check fuel pressure with vehicle running. I'm not sure of the specs but, Iit should be around 35 to 40 psi. at idle, and 50 to 75 at higher RPM's. I've seen Fords run with a bad fuel pump and demonstrate these exact symptoms

Something like that is sure wrong in #7. If you do a leak-down test, it should tell you if it is an intake or exhaust valve losing compression, or exactly what it is. A bent push rod would be a blessing. Then maybe you wouldn't have to take the head off for repairs. Roll a push rod over a glass surface to check for straightness.

Engine surges at rpm over 1500

Look for a vacuum leak (lines and intake), Is the engine light on, were any codes present? A faulty EGR or IAC could cause the problem too. Check the throttle cable for any restrictions.
