So again, have you checked fuel pressure with a gauge ? And did you change the filter when you changed the pump ? Vortec engines require at least 65-70psi to start and run. Some aftermarket pumps are not up to the task.

And just for the record, code 138 is not really connected to the fuel pump.

1999 MERCURY VILLAGER BOGS WHEN GOING UP HILL WHEN ONLY 1/8TH TANK OF GAS FILLE IT UP AND THEN STILL BOGGED FOR ABOUT A MILE THEN QUIT BOGGING WHAT CAUSED THIS

when a tank is empty there is no fuel for the pump and the system runs low on fuel pressure Going up hill the fuel runs away from the pick up line and the pump sucks air
After filling it takes a while to empty the air out of the system to allow full pressure again. It is an extremely costly practice to run so low on fuel as it may lead to a pump replacement

Could be a fuel issue, Start by changing the fuel filter, if that doesnt work you might want to drop the gas tank and check the strainer on the fuel pump and make sure the tank is clean.

My honda bogs down, then pick back up, consistently

Hopefully the fuel filter. If you floor it and it has a delay or it won't reach high RPMs it's most likely the cause.
