from the top left hand corner of the fuse box inside the car.count 3 fuses across to the right and 2nd one down should be the stop lamp fuse(F13) though more common is the brake light switch failure this will put the EPS lamp on,

take the plugs and swap them u have the running light plug which are hazards and probly blinkers too. then u have ur tail lights and ur brake lights twwo plugs swap them sounds like ur not geting a got connEction
I don't believe there is a separate fuse for the high-mount brake light. Never was on older cars, that brake light is just spliced into the rear brake lights. Have you checked the bulb?
