Yeah, I would have a load test performed on battery. Make sure shifter is all the way in park or neutral to start. Safety switch prevents cranking unless in those two positions. If manual shifter, could be "neutral safety switch" ?
turn the key to the run position, do not try and start. press and hold the window switch in the down position until the window is all the way down, then count to three. Hold the window switch in the up position until the window is all the way up, then count to three. Push the window button down to engage the auto down function (you do not need to hold it down). once the window is all the way down pull up on the window switch momentarily to activate the auto up (you do not need to hold the switch in the up position). The window should now be reset.
if you have a battery charger and a friend[extra set of hands] you will not have to reset anything including your radio presets. remove battery hold down, loosen battery terminal bolts, hook battery charger up to terminals, have your second set of hands hold the terminals up and out of the way with the charger still hooked up to them, lift out old battery, put new one in, put terminals back on and disconect charger. tighten terminals and put battery hold down back on.

PASSKEY LOCKOUTRESET GM CARS 1999 UP 1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the passlock system to recognize your key.
I had the problem of the drivers window rolling back down. This was fixed by removing the electrical connector located behind the door hinge. It looks like an oblong block. You have to prise the top ribbed part right up then pull the block out. Leave out for about 1 minute. Replace it
