Hi,yes there is is your answer the fuses are there to isalate the part that is falty so as not to couse aney more damidge,so when a fues is falty you need to know why its blown.

Hi,when this happens its normaly falty bulb or falty lamp holder which is creating bad earth,to find out if its a bulb swap all the bulbs at the back, so take the bulbs from left and put them in right and vicer vercer,if still blinking then take the board to have tested.

The only thing that I can find that has both the turn signals and the Heater/Air conditioner in common would be the circuit that runs from pin 4 on the ignition switch (Blackwire with an Orange stripe) to the junction block (Fuse Panel) inside the passenger compartment. (Pin M2, Connector 4 at the junction block) It could be a bad ignition switch and/or a burned or loose connector on either end of this wire.
