The problem is now most likely a clogged port in the Intake manifold. In the region of the Airhorn, there is a port or passage that supplies the EGR flow. You need to take off the part that the EGR is bolted to and clean any grooves and gaskets in that area. This is not as bad of a job as in the past, because the air and water systems are usually separate.
The onboard computer is not foolproof. The problem in many different brands is where the sensors are placed. The computer blames the EGR for a low flow and the sensor is downwind from the EGR. The problem is upwind of the EGR at the clogged passage feeding the EGR. The EGR can not possibly put out more than it gets. There is no sensor ahead of the EGR valve.
There are several solenoids which control the opening of the EGR. They have vacuum lines which connect to the EGR. Usually they are a different Error code when they do not work.
You can get a free scan at Autozone or Oreillys and have the info for the place that sold you the EGR. If you bought a defective EGR it may have a Warranty. Good luck on this.
