At steady speeds the rev counter will drop back a couple of hundred rpm and then bounce back - no change in engine performance

Take it out of overdrive while towing
the Rev counter is known as a Tachometer
if there is truly no change in engine RPM then this could just be a faulty sensor

What would cause temperature gauge bouncing ?

Sounds like the sending unit has an intermittent short to ground. Unhook the the wire from the sending unit, and see if the needle stops jumping around. If it quits jumping around, replace the sending unit. If it still jumps around, you have a bare spot somewhere on the wire and it is hitting ground which will cause the needle to jump. Cut out the bad part of the wire and splice in a new section. That should fix it.

Squealing noises are more apt to be from belts, not mechanical parts. It doesn't necessarily have to be "a belt" per se, as the noise could, in part, be caused by an idler pulley. Open the hood and try to locate the sound. FYI I have posted the complete 2004 Forenza Service manual on FIXYA. Do a site search with those key words.

Sounds like the ISC valve is stuck open, clean it.
ISC means, idle speed controls.
also air leaks, vacuum leaks can do this on speed density, EFI.
Im not sure which EFI you have, too lazy to look that up.

which engine do you have, and what country, ?
as a mech, i open hood and look, on the net , i cant do that.
