There is no electronic choke on this vehicle. this engine control adds more fuel on cold starts for through injectors pulse width to quicker starting. you may have a camsynchronizer and sensor going bye bye. looks like a little distriburor on top of waterpump. must have special tools to synchronize so don't pull out. also your fuel pump may be getting weak. you can try cycling key a few time to build fuel pressure before starts, replace fuel filter also and make sure air filter is ok.

What kind of battery is recomended fora Ford Winstar 1999 in terms of durability and capacity to feed the alternator properly?

There are two different engines Ford installed in the Windstar. The following information is assuming your vehicle has the 3.8 liter v-6...850 cold cranking amps, 750 cold cranking amps, 650 cold cranking amps, or 720 cold cranking amps. It is highly probable that your vehicle has the 3.8 liter, as 94% of Windstars had that engine installed. Hope this helps you out.

First check the fuel filter, fuel pump and fuel pressure regulator to make sure they are all functioning properly. Also, check the catalytic converter to make sure they are not plugged.

Must crank 2 or 3 times before engine running Dealer mention a possible Electronic Choke defective

No electronic choke on these newer cars. Your most likely loosing fuel pressure. May need a new fuel pump or a pressure regulator or you may have a leaking injector.

Hard to start engine hot or cold

Possibly fuel pump losing pressure or leaking down. try changing fuel filter and try cycling ignition a few times and see if that helps build up fuel pressure. I don't know what engine you have so this is best I can do for now. hope this helps

Will not start on hot day's in the sun.[engine cranks normal]

The normal reason why a hot engine doesn't start is the choke. Your fancy new range rover will have a computer controlled choke that will be activiated by a temperature sensor. maybe this has failed or is disconnected
In my ancient range rover I have a manual choke but essentially the same engine. I know that if the motor is hot I can't start it with the choke on.
The way the choke works is it restricts the airflow into the engine so that there is a richer fuel / air mixture which is needed for a cold start. If the engine is hot and the choke comes on the engiine floods with petrol and there isn't enough oxygen for it too ignite in the cylinders. To start a flooded engine you have to open the choke and crank the motor without pressing the accelerator. This pumps out the petrol vapour and eventually it will fire and start. If the computer thinks it is cold because of a disconnected or faulty sensor it will put on the choke whenever you try and start and the engine will flood.
I think a vapour lock is unlikely unless you driving in extremely hot weather (above 40 degrees celsius).
