Question about 2004 Saturn ION
Check inside the bulbs connector.. My Ion had some sort of residue that wouldn't allow connection to the bulb. If you have a black/brown tar substance there, scrape it off, or use liquid contact cleaner (Or BOth)..
Also check the bulb leads, and make sure they're clean...

I have a 2005 Ion that had the same issue.I was able to solve my issue and maybe my info can help you to fix your's too.I took a basic test light and started in the relay box up top where you see the red hot post and the relay box below the cover.I found that I had current out of the box and wiring harness going down to the headlight assembly where it ran into a connector.I took the connector loose and cleaned it with contact cleaner and reassembled it,then I took the turn signal connector and did the same and took a small flathead screwdriver and lightly bent the terminals back to make better contact,reinstalled the bulb and it was working again.The turn and daytime connectors feed from one another and if you have a bad connection it will cause the turn signal to function but will not allow it to flash due to a ground issue.I hope this info helps you too!
