so what works and what not.
so far we have cluster issues
does car drive, ok day and night.
and all accessories?
did engine stall driving?
did Head lights dim? on, driving?
my guess is the engine stalled or idled below 300rpm
and the ECU went to Key on self test mode, (they all do that)
watch the RPM guage? see that needle, ?
if it goes below 300 rpm that is engine stall.
This cars cluster is really just a digital display
so if the PCM cant talk to the cluster, the cluster will go nuts.
We use a scan tool to see whats up.
or use the cluster self test covered in the shop manual.
the cluster has 2 fuses that can be cracked/loss or corroded.
the cars battery can go weak.
if the charge/battery light glows, engine RPM good
then the alternator systems is failing
if the volt meter (if opted) in cluster drops below 14v, and engine is still running, the same, alternator system failure
or even a loose belt at the alternator.
if the battery voltage drops too low , all electrics go nuts.
and engine stalls.

the ENGINE light glows when there are engines problems
you scan the PCM and it reports errors, YOU HAVE ERRORs, scan it.
the brakes come on, if engine stalls. or RPM on engine falls real low
about 300 RPM the engine can stall, (engine problems) and when it does that the dash goes to self test of dash lamps.
turn key, no start, see all those lamps doing there self test? bingo that.
if engine RPM are normal and the brake lamp comes on,, all this is in the lost operators guide int he glove box.

The Intake Manifold Tuning Valve (IMTV) system is monitored for
failure during continuous, key ON engine OFF or key ON engine running
self-test. The test fails when the signal on the monitor pin is more or
less than an the expected calibrated range

The airbag system with perform a self diagnostic when engine operation is ititiated. The airbag light will come on during the self check. If the diagnostic program find no faults the light will de-illuminate. But in this situation the light remain on which means the diagnostic program has detected a fault. There is no way to re set a failure on a self diagnostic. Repair of the system is the only option in this case.
look 214 is not a valid code for a 1995 escort, this is an OBD1 system. here is a list of trouble codes for this year of ford no matter the model.
You should find the diagnostic connector under your hood normally by the fender on the battery side. By just using your test light and a jumper wire, it will tell you what kind of problem you got.
KEY ON ENGINE OFF (KOEO) TEST Model years 1984-1995 all models of Ford 1. Make sure engine is fully warmed. If in doubt, run engine at 2000 rpm for 2 minutes. 2. Turn ignition off and wait 10 seconds for system to shut off. Make sure A/C is off and transmission is in Park (automatic) or Neutral (manual). 3. you have to have freon removed with a recovery machine first if you remove lines with pressure you could cause harm to your self, remove pressureless lines from firewall ( reach in from engine compartment)
