what is the out door temp,"? here in Texas it's 100F
so when using no AC and no heater
we get 100F (and tad more) heat from all vents. just because it must. (physics) << a pure venting mode this.
if the air is say 180f same as the engine coolant (near) that means
the blend doors damper motors are bad. or jammed.
the HVAC is covered in the service manual (as seen here prime grade)
things that influence a fan operation are fuses , relays wiring and coolant temperature sensor unit.
Have it checked out by an accredited auto electrician
Check coolant leakage, radiator fan operation, radiator for clogged and water pump.
Re-torque the cylinder head bolts to the specifications and / or replace the cylinder head gasket.
One way is to give timing resat less advance 2nd and the best is fit one fuel injection treatment to your petrol tank first for 100k time to dissolve carbon in to the cylinders .
