Your terminology may be confusing; 'turn over' means that the starter (and battery) is capable of cranking the engine, 'fire' or start would indicate that fuel or spark is missing.
If the battery has been pulled down too far (or removed/replaced), the security system may have disabled the ignition which would cause the engine to crank and crank but never fire.

    It helps to be specific.

Hi. I have a 99 Pontiac Grand Am. I've had that problem before. All I did was...whenever the security light would flash...and the car wouldn't start...I would take the key out...and just sit there and wait for about 10 to 15 minutes. Then the red light would stop flashing....and the car would start. That would happen about 2 times a year. Now I'm having trouble getting it to start. It's trying to...but won't turn over. My mechanic put a new computer....but now he doesn't know what is wrong. Please help. Thanks.

Try this: turn the key to the crank position, let it start & stall then leave the key on untill the security light goes out, usually about 10 minutes, then turn key off for about a minute then try to start the car. if this doesn't work then you need to go to a shop that has diagnostic capability as there is probably a fault in the passlock system of your car

Your battery is to low on power it needs a good charge, or replace it is the best option for a brand new one!

Pontiac grand am se 2002 won't turn over and

my pontiac did the same thing and all i had to do was replace the 40amp fuse. you can have someone turning the key while you hit the starter from underneath, if it starts then you need a new starter, if it dont then no, its something else. mine did the exact same thing and it was the 40amp fuse under the hod.

Very good possibility here is the ignition lock cylinder( where the key goes into) has a wire going to it for the VATS (theft system) that frays/breaks and wont let the vehicle start. Common problem,Ignition lock cylinder needs to be replaced if thats the case. hope this helps,

Car wont start...sometimes

Sounds like a bad starter solenoid, usually cheapest and easiest to replace the starter and solenoid as a unit. It is always best to check for power between the solenoid and the starter with a test light, if the solenoid clicks but the test light doesn't light up you have found the problem in the solenoid.

You need to set the parking brake, Turn the key on let it sit like that for 10 mins. the sec light will either start flashing or will stay on or go off when done (This will reset)
REPEAT 3 times!
Then you should be able to start the car after the 3rd time!
