Something is wrong in your statement
crankshaft won't turn but the motor starts
if the crankshaft won't turn then there is no way that the motor will start--physical impossibility--
ask you question again and include make , model, year type of machinery and list clearly what was done and what you are experiencing as problems

My 1999q45t start up but alternator wont turn fan clutch wont turn crank pulley turn battery light on brake on

If I have it right, the alternator will not turn. This might likely be a frozen bearing, if in fact this part is causing the problem.
If the fan clutch is not turning, it may also be a frozen bearing, if this part is the problem.
If the crank pulley is turning, then the motor runs, and the problem is one of the other units that are driven by the serpentine belt that brings the power from the crankshaft.
You also may have a frozen idler pulley, or a frozen water pump, or a frozen power steering pump.
God bless your effort.

I have a 1999 Honda Accord EX, 4 cyl. My car ran great on Friday. I parked it and went out to start it on Sunday. It didnt want to start and would turn over and then kind of bog out, turn over again &

How old is your battery? Usually batteries die like that. The fans, lights, etc all use much less current (power) than the starter motor does when turning over your car. Many people are misled by seeing lights and assume their battery is ok. Auto parts stores like Autozone will test your battery for you for no charge, just have to get your car or battery there.

Cutlass ciera wont start

Does the starter spin the motor at normal cranking speed? If there seems too much friction, try turning the engine over by hand to check if the engine turns freely. Put a socket and wrench on the center crankshaft pulley bolt and turn clockwise. If you cannot turn the crankshaft with a wrench easily, then the starter can't either. Turn the crank all the way around to check for something preventing cranking.
Is the battery still enough power to crank at normal speed? If it's already too low, recharge it, and try again.

Wont turn over has new battery and starter

Add oil. Check your Brake lights. If they do not work, the problem with starting is the brake safety switch. You are required to put your foot on the brake pedal to start your car.

If the brake safety switch is broken or knocked loose of the holder on the brake pedal lever, you will not get the release signal to engage the starter.

Have you tested the wire to the starter motor solonoid to rule out the starter itself? You can either connect a lamp to the wire where it plugs into the solinoid or remove the wire and connect a live wire to the solinoid itself to see if it turns over. MAKE SURE IT IS NOT IN GEAR AND CANNOT MOVE first.
Another thing that causes this symptom is loose battery connection- there is just enough juice getting through to light the dashboard but not enough to turn the starter over. This is often followed by the dash lights not coming on again after attempted starts so is probably not the problem in your case.
