There isn't a relay for this year. I doubt the ignition switch is OK. I would first pull all the fuse and relays you can find(look and see if good). Then check fusible links(volt/ohm meter). Then start checking plugs. Check power and ground points(volt/ohm meter). Just a note.. I worked on the 60's to present cars.
Does it crank and crank for awhile? Then finally start? Sounds like a bad fuel pressure regulator. Bad news. It's in the tank part of the fuel pump assembly. The valve in the regulator is bad allowing the fuel that's in the fuel line to drain back into the tank instead of maintaining positive pressure, so when you shut it off , it drains and then has to repress urge the entire line . Before u start it from now on, key it on and count to 10 then start it , let the fuel pressure build back up.
you dont have to remove the steering wheel on a most Ford car and trucks you insert the key turn to the on position and there is a small pin under the ignition switch that you push and it comes right out.you have to remove the steering wheel cover above and below the ignition switch.
