Jasperoni knows a lot more about these cars than I do. From your description though it sounds like you might have bad wiring somewhere. It sounds like a short.
If thats the case, the only way I can think to locate it would be to wait until the light comes on, and check the circuits for engine control to see if anything is drawing power that shouldn't be. You can also try and eyeball the wiring harnesses running under the engine and car, see if any are damaged. Since it happens during rain it is most likely on an exposed wiring harness somewhere under the engine or vehicle. You may have to remove the plastic panels to gain access to the underside of the car.

The only thing that comes to mind is the fuel cap. The management system is designed to flash a warning for 2 key cylcles and then remain constant to warn driver if the gas cap is loose, P0440 will then be stored in the hard drive(major leak in evap. system) Are you having fuel put in the vehicle at the time the light is coming on? You should have the vehicle scanned for codes at an authorized repair shop.
