the battery is probably bad, one way to test it is conduct a load test. Hook a voltage meter to the battery post and have someone try to start the truck. If the voltage drops below 10.4 volts DC, replace the battery.

My 1989 ford econoline e-150 (small v-8) won't run after charging battery

Well I was going to ask if you have checked the alternator output, but the part about the ignition switch makes me wonder if the switch is failing. It could be damaged internally and not up to the task of carrying voltage when everything is turned on.
I would still check alternator output at the alternator and at the battery.
You should have 14 volts at idle with all accessories off.

It is most likely the alternator. You will need to check it and see if it needs replaced. All you need to do is hook up an electrical mulimeter while the car is running. Black wire to negative, red to positive and see how many volts you get. You should get between 13 and 15. Any lower and you need to check the alternator.

It is the battery. There are a series of cells inside the battery and a least two have shorted out against each other. You vehicle monitors the battery voltage at all times, and when it senses low voltage (under 10 volts) it will shut down. I am assuming the battery light is not lit.

Alternator does not usually cause engine to run rough. You can test the alternator with a voltmeter, if you have one. Measure voltage at the battery with engine running (jumper cables removed). Voltage should be 14-15 VDC. If you don't have a voltmeter, take the alternator off and have it tested at the parts store. Most stores will test for free before selling you a new one.
If the check engine light is on, you might also ask the parts store to scan the OBD II port for trouble codes. hese may tell a bigger story, especially is fixing the alternator is not the cause of roughness.

Anybody that just says "you need a battery without ALSO testing the electrical system for integrity is not helping,

Car won't start

It sounds like your battery has had it! IF you can jump start it, try to go to a battery store or a service garage to have your battery and alternator checked. If no other warning lights were previously on, it is possible that the battery just up and died. Otherwise, I would suspect the alternator.
Also, make sure teh parking brake is NOT engaged while driving.
