SOURCE: 2002 Kia Spectra heating problem
I had this problem in my car there is a motor under the glove department that turns a damper by a rod if the rod came off the damper could be stuck on cold.

Hey jacob, there are a number of things that can be wrong, let's start w/ easy cheap ones...1st, the easiest one is low coolant. If the level is low, it won't circulate thru the heater core, so no heat. 2nd thermostat stuck open. If this happens, the engine won't reach peak operating temp, and again, no heat. Pretty easy to check, is your car running cold (or low normal range?) If the temp gauge shows it's warming up in 5 - 10 minutes of driving, and is in normal range, then it probably isn't the thermostat. 3rd dash control that you use to select heat setting is either vacuum controlled (no vacuum @ switch possibly) or thermostatically controlled (faulty control), both of these could result in no flow of coolant to heater core, 4th a plugged up heater core (rust and corrosion) preventing coolant from flowing thru heater core. Let me know how u make out.

it is probably the starter assuming the engine isnt locked up. I would check to see if you have battery voltage at the starters solenoid wire with the key in the start position if you do i would check the fuses and starter relay

I had a similar problem with AC & Heater fan,it works on and off, and sometimes if the road was rough it runs, So I had to remove the fan clean it with a blower from dust and debris, then I installed it back and it is running ever since for more than a year without having to replace it.

The window washer doesn't work in our 2008 Kia spectra, and we have plenty of fluid in the resourve
