There is an electrical solenoid located beneath the shift lever assembly that 'locks' the transmission shift lever in the PARK position unless the engine in running and the brake pedal is depressed.
RECOMENDATIONS: Sight unseen.
Ignition Switch Key Lock Solenoid has a metal locking pin that is sticking and it is not fully disengaging. Wait until a warmer part of the day and see if it works.
In addition, Would recommend a dealer or knowledgeable mech to have it looked at even if it does release on it own, It will happen again and will not just fix its self,

I currently have the same problem, and looking at replacing the transmission wire harness. I'm hoping this will cure my problem. My volkswagon mechanic thinks so anyways.

There's a relay on the brake pedal arm that actuates when you press the brake pedal. This releases the lock on the shifter, so you can shift out of Park. VW's are notorious for having issues with this relay. Stick your head down by the brake pedal and you'll see where the pedal arm hits the relay. It's more than likely stuck, and may not need to be replaced. I'm guess you probably have no brake lights either...
