Try taking the vehicle out in the parking lot and cut the wheel to hard lock, apply light throttle and do circles to the left, stop cut the wheel to hard lock on the other side and repeat this three or four times, also you can apply throttle while in park and rotate steering wheel lock to lock many times, the explorers are known for having air trapped in lines,try this and let me know.

The power steering pump has nothing to do with it .
Variable Effort Steering System Description and Operation
The Variable Effort Steering (VES) system or MAGNASTEER?® Varies the amount of effort required to steer the vehicle as vehicle speed changes. At low speeds, the system provides minimal steering effort for easy turning and parking Maneuvers. Steering effort is increased at higher speeds to provide firmer steering (road feel) and directional stability. The Electronic Brake Control Module (EBCM) controls a bi-directional magnetic rotary actuator located in the steering rack and pinion. The EBCM varies the steering assist by adjusting the current flow through the actuator to achieve a given level of effort to steer the vehicle. The VES system accomplishes this by adding or subtracting torque on the input shaft to the rack and pinion. The main component of the system is an electromagnetic actuator, which consists of a multiple-pole ring-style permanent magnet, a pole piece, and an electromagnetic coil assembly. The VES system uses the ABS wheel speed sensor inputs to determine vehicle speed. When the EBCM senses wheel speed, it commands a current to the VES actuator that is most appropriate for each speed. The EBCM commands current from negative two amps to positive three amps to the actuator, which is polarized. At low speeds, a negative current is commanded, which assists steering. At medium speeds no current is commanded and steering is assisted by hydraulics only. At high speeds, a positive current is commanded, which creates steering resistance. Ignition voltage and ground are provided through the EBCM. The EBCM has the ability to detect malfunctions in the actuator or the circuits to the actuator. Any malfunctions detected will cause the system to ramp to zero amps and steering will be assisted by hydraulics only and setting a DTC.
Your best bet is take your vehicle to a GM dealer or a ASE certified repair shop that knows about this system .

How can you tell if it is the power steering pump or rack at fault for hard steering at low revs


Without a high pressure gauge cant test however it sounds like pump is warn rack will either leak or bind internally

first check the condition and level of p/s fluid. if low top off first and turn your steering wheel left to right and back several times to try to bleed air out of p/s system. if p/s is still stiff or hard your p/s pump pressure output can be measured with a pressure gauge. if pressure is below specs its time to replace it. if your p/s output pressure is good then you would need to inspect your p/s hose or lines for kinks or restrictions to your steering rack. on certain model vehicles p/s sensitivity can be adjusted on the steering rack. you would need to check the vehicles service manual to see if its possible to adjust steering rack sensitivity.

ELECTRIC POWER STEERING (EPS)
The TSX uses Electric Power Steering (EPS) which regulates steering via a computer-actuated electric motor. With the computer-controlled system, advanced algorithms built into the operating software allow for continuous fine-tuning of the steering assist forces so that minimal force is required at low speeds- such as when parking or maneuvering. Conversely, progressively higher steering effort is generated at higher speeds (such as when driving on the freeway) to deliver a sport-minded driving experience.
The EPS system found in the TSX is an evolution of an earlier EPS system found on the Acura NSX supercar. Its key features and advantages include:
  • The EPS system reduces the steering effort at low speeds, improving agility and ease of effort when parking or maneuvering in tight areas
  • Rigidity of the steering mount is higher, which allows a more precise and "connected" feel during high-speed maneuvers (such as during lane changes or when on winding mountain roads)
  • The EPS steering assist incorporates computer algorithms based on vehicle speed rather than engine speed, allowing TSX engineers the flexibility of tailoring the steering feel to match actual driving conditions- especially high-speed driving. The EPS steering algorithms incorporate steering assist changes for every 0.6 mph.
  • The EPS system is different (and uniquely tuned) for each of the TSX models: 2.4L I-4 sedan, 3.5L V-6 sedan, and the new Sport Wagon.
  • EPS employs a sporty, 13.5:1 steering ratio which further improves performance driving agility
  • In its evolution from the original NSX system, the TSX's EPS system uses a significantly more powerful electric motor teamed with a far more sophisticated microprocessor
  • By eliminating the conventional power steering pump assembly, EPS uses less engine power which improves acceleration and fuel efficiency

NEW RACK & PUMP: Steering is still hard at slow speeds. Why?


If the belt is slipping it would do even more so at higher rpms. Plus it would be harder to tell if it is slipping at high speeds due to the fact that just about all rack and pinion systems steer easier at high speeds.
My best guess would be air in either the lines or pump. Driving will not remove the air as it is a sealed system.

Have you bled all air out of the system after refit?
Check the oil level and for any signs of air in the oil.

To bleed the system, you must turn the wheel from lock to lock, whilst topping up the power steering fluid. After a dozen turns or so, stop the engine, and allow the air in the fluid to rise out over several minutes.
Restart the engine, and work from lock to lock another dozen times or so, checking the oil level again.

After doing all that, is there still air in your system?
Is the power steering drive belt slack?

If everything is normal and operating properly, then you may have an issue with your steering rack.

Troubleshooting power steering after pump, rack &pinion have been replaced


I would say you have a defective power steering pump since the rack is replaced. You did bleed the air out right? Raise the front wheels off the ground and slowly turn the wheels left to right and see if the air is bled out of the system. There is not "reset button"

2004 dodge ram 1500 power steering problem


this problem is evident in vehicles that have a strut suspension
at the top of the strut there is a plate that is the top plate for the suspension coil spring
above that plate in the rubber bush is a bearing
if that bearing has failed then the plate will not turn and when you turn the steering wheel the power steering is in effect winding up that coil spring
that makes low speed turning very heavy on the power steering system especially at low rpms
have the front suspension checked for that bearing failure ( both sides ) by an accredited suspension specialist shop
standing stationary and turning the wheel you may even hear a creaking or groaning noise as the spring is flexing on the strut
if you do not have a strut suspension , take it to a power steering specialist shop for a proper diagnosis

The steering in my 98 Buick Century is hard to turn at low speeds. Is this a steering pump issue or the rack and pinion?


Your PS pump is fine.

This vehicle has:

Variable-assist power steering: A power steering system that uses valves and speed sensors to vary the amount of steering assist according to engine or road speed. At slow speeds more steering assist is delivered and steering the wheels is easier; necessary for parking, etc.. At higher speeds, steering assist is reduced and more steering effort is required to steer the car, giving the driver greater feel of the road. Also known as Speed-sensitive power steering.

Loss of current to the magnetic coils would cause a loss of power assist at low speed. Coil resistance can be checked with an ohmmeter, and should read about two ohms. An infinite (open) reading indicates a bad coil (requires replacing the rack since the coils are not serviceable). Checking for shorts between both sides of the coil assembly and rack housing is also recommended.

I have a 2003 chevy blazerthat has power steering problem no leak


There is a "pressure regulator" located in the pump just behind the high pressure line that directs high pressure fluid to the steering rack when you turn the steering wheel. It sounds like the regulator valve is sticking and not sending the high pressure fluid to the steering rack when you turn the wheel.
You can remove the pump and clean the valve, reinstall the pump and flush the steering system with fresh fluid or replace the pump and flush the system with new fluid.
