Question about 1989 Ford Crown Victoria
After you have changed the fuses then you can fix the problem by replacing the fuel pump relay. You can test the relay by using a small piece of wire to jump the two large terminals on the relay plug. If the pump runs when they are jumped, replace the relay. NOTE: Jumping the plug to run the pump will get you to where you are going in an emergency, You just have to remember to remove the jumper after you shut the car off because the pump will continue to run.

See if you are getting power throu the wires track them back to the fuse box and replace any that look worn.
