Would it still be the clock spring if the air bag light does not come on

You have a clock spring problem!!! No problem to replace just remove steering wheel but you may want to make sure the steering column is grounded first

Yes, the Clock spring is the common Connection point For all three components

If the air bag light is on, the horn does not sound when the pad is depressed (but does souns when you activate the alarm) and the cruise control doesn't work (but the lamp lights up when you first turn the key on), your issue is probably with the clockspring. This is a device that keeps an electrical connection between the steering wheel and the rest of the car regardless of steering wheel position.

If Fuse IS GOOD this is Most Likely the "CLOCK SPRING" Witch is a Part Located ON Steering Collum UNDER the STEERING WHEEL. This Will Aslo Cause the ABS Light to Come on & Stay on.

It sounds like you have two faults
firstly its not uncommon for the air con and horn to share a main fuse, not a small fuse inside the cab but there should be some bigger ones under the hood. I do not know the exact location, sorry.
The air bacg light will be unrelated and you would have to get the dealer to turn the light off on a machine.
