There are numerous possibilities but in the first instance you need to take the vehicle in to Ford service to have it scanned for fault codes and the problems diagnosed from there.

SOURCE: Windows will not operate on my 2003 Ford Explorer Sport Trac

window relay module probably went bad. theres a window relay under the dash you have power . try getting a wiring diagram mabey at an auto parts store or the library. so you can trace the problem down . short of taking the doors apart and checking the motors that drive the windows . Old fix with the old school cars bang on the doors from the inside with fist . it sometimes works the connections on the old school cars . Its stupid but it worked to get the window up .

Why does my engine not rev. above 3000 rpm in park?

It's made that way. It is a limiter built into the PCM.

P2195 CODE ON 2003 FORD EXPLORER SPORT TRAC 4.O SOHC. I CHANGED OUT ALL THREE OXYGEN SENSORS, AS ADVISED, AND STILL COMING UP WITH P0171, P0174, AND NOW P2195. HAVE ALSO CHECKED ELECTRICAL CONNECTIONS,...

Hello,
Very common concern with the Explorer, Explorer Sport Trac and Ranger with the 4.0l SOHC engine! The upper and lower intake manifold gaskets fail, causing vacuum leaks..It can be Extremely difficult to detect these leaks, because they only leak intermittently (usually in the AM after a cold soak)... As the engine warms up they seal back up! Sometimes the vehicle will idle rough, surge or stall after initial start up, then the symptoms will clear after it gets to operating temperature... Usually there will be no driveability symptoms at all, except the engine light coming on and setting lean codes.. The gaskets have been redesigned to correct this concern..

Does a 2002 Ford Explorer Sport have a "governor?" Just wondering because when the vehicle is in neutral or park the RPM will not go above 3000 but it will go higher if in drive.

This is called a rev. limiter. Most vehicles are equipped with these to prohibit over-revving in neutral and to protect the engine from damage. Its not a governor.
