There's not much information to go by. From the sound of it you have a faulty alternator which eventually drained the battery. Have the battery checked as well. If you install a new alternator with a junk battery, you will have the same problem again.

89 dodge d150 318 tbi turn key to on position gas pours out of injection and fills throttle body in seconds I'm wondering is this absolute proof of complete failure of fuel pressure regulator failure?

89 dodge TBI system - that is NOT proof of the Pressure Regulator failing.
The fuel system will pulse on when the key is turned on to charge the fuel rail for starting. The injector should not leak - probable injector failure (stuck open) - try disconnecting the wiring to the injector (to rule out computer controls) and see if it still leaks with just Key-On. If it still does you can also tap the throttle body case where the injector is - if it stops - definitely the injector (don't damage the throttle body - lightly tap )
You may want to retrieve fault codes before you try disconnecting things and creating new faults. If you don't have a code reader - try Key On - Off - On - Off - On (without cranking) and count the flashes of the engine lite - all two digit codes - usually starts with code 12 (battery disconnected recently) and ending with 55 (end of tests)

Take it back to the dealer and have it fixed, the charging system does have a fault.

1999 bmw 323i wouldn't jumpstart

No danger involved, just useless. If ONE vehicle won't jump it, there's something drastically wrong with the engine. A charging system will only charge a max of 14 volts when charging a low or dead battery. Over that will hurt something. If you have two vehicles connected to your low battery, there's still only 14 volts going out from them and into yours. There is no reason why one jump vehicle won't charge and start your vehicle. Unless of course the jumped battery is really bad or has a bad/dirty connection. So clean your terminals before a jump. You may not need a jump.

If the security light is on, it can only be one thing. This light indicates a failure in the antitheft system that will eventually lead to your car refusing to start or continue running. Here is a link with alot of info, plus ways to beat this problem.

How to install a starter? 91 V6 Troop`a

The lights take next to nothing to work, the starter takes lots and lots of amp power to turn the engine over.Have the battery checked out at Sears or Advance or any large auto parts store,they check it for free.Then after you get it started have the alternator checked to see if its chargeing the battery.
