My toyota noah refuses to revv and the fault code is p1632

indicates that it is in limp mode

P1653 = SCV Circuit Malfunction / 58

it is in limp mode and requires you to have the fault codes read , the fault fixed and the ECM reset after the repair after that it will be back to business as usual

code p 1633 refers to throttle actuator control (TAC) system---malfunction===causes --ECM
although you have replaced the ECM was it a known good unit on one a friend had laying around
use a scan tool to reset the ECM to put the light out

ecm malfunction,ects circuit,bring it to toyota,because you need to replace the ecm again,make them fix it and get your money back
