Check the ball joints! I had this problem and thought it just need lube until the front end collasped in a parking lot when I was turning the wheel to extreme.

I have to ask, does it do it when moving or sitting still, or both?

Does my 1995 mercury grand marquis have a chachol caster and if it does where would it be located at

Yes, if it's a US model, it has a charcoal canister. They are usually located under the fender in front of the front wheel (can be left or right side), just behind the bumper. It is usually a black plastic tank about the size of a one-pound coffee can, or a bit smaller than a bowling ball. It will have a few hoses going to it.

My 94 mercury grand marquis makes a very loud squeaking noise when i turn the steering wheel or hit a bump, it sounds like its coming from the passenger front.

There are several possibilities that could be causing your problem.
  • Low on power steering fluid
  • Bad steering box
  • Bad tie rod end
  • Bad ball joints
Assuming the power steering fluid is full, bring the car to any brake shop or repair shop that does front end alignments to diagnose the problem further. I hope you find this points you in the right direction. Thank you for using Fixya! Greg
