You've replaced the distributor but no luck, but, have you tried cleaning the spark plugs? Okay, here are the things that you need to check:

1. Starter and the starter circuit.
2. Spark Plugs
3. Proper timing
4. Compression
5. Fuel

your car may be flooded and the excess fuel in the cylinders has washed the oil off of the cylinder walls causing the rings to dry out and lose compression. remove your spark plugs and put a few drops of oil in each cylinder the turn the engine over a couple times by hand. then put the plugs back in fire it up. was the case with my friends prelude, even the mechanics couldnt figure it out they told him he needed a new engine.

OR...

First check the big three: Air, Fuel, and Spark.
Check your timing. This is one of the most common issues with any engine.
If you have good fuel pressure, and the timing is correct with good spark (making sure the spark plug wires are on the correct spark plugs), it is most likely a bad sensor.
Honda D16 engines are relatively straight forward mechanically and electronically, and are not prone to major problems.
If you have recently worked on the engine, back track all of your work, checking everything you moved, adjusted, replaced, etc.
If the problem came completely out of the blue, I'm guessing bad sensor. Could be anything from bad crank position sensor, to bad MAP sensor.
Since your car is pre OBDII, diagnosing a bad sensor is a little bit harder, and having a local shop look at it will likely be the quickest and cheapest resolution.

Honda civic 1998 EX check engine light on codes p300 p0301 p302 p303 p304

I don't think it is your catalytic converter because your light usually flashes and a bad cat I never heard of them causing a misfire. I ran your other code it is for a faulty EGR system. Exhaust gas recirculation excessive. You are getting too much exhaust gas back in the system. This will cause your misfire. Go-to a trusted mechanic and have them check out your EGR system.

Check your spark plugs. or your distributer., You may have a fouled plug or faulty/worn cap and rotor. The spark plug wires too can cause probs.

Make sure your distruibutor rotor in turning while cranking engine, if it is timing belt ok, more then likely your not getting spark to spark plugs check your ignition coil, but more then likely it's going to be your ignition module.

1998 civic ex wont start

theres a couple of ways to check it.You can remove the sparkplug wire put a screw driver on the wire side place it about a 1/4 inch away from the block have someone crank it over and see if there is spark. If no spark remove your distributer cap and see if it turns when you crank it over.if it dont turn your timing belt is broken if it does turn your main relay is bad wich is located under the drivers side dash.sometimes by tapping it with a screwdriver it will activate and will run but must be replace asap.Good Luck

Starting problem with honda civic

Next things to check are fuel and spark, remove a spark plug and with the wire attached crank the motor, if you see spark in the plug then it's not a spark issue and probably a fuel problem. If there is no spark could be bad plugs or wires, or distrubitor cap. To check fuel remove injector cover and crank motor, if there is no fuel coming out then check fuel filter, fuel pump.

Good Luck
