Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
Best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of.(from cars to computers, handyman, and even drones)
click here to download the app (for users in the US for now) and get all the help you need.
Goodluck!

SOURCE: unlock radio in 98 beetle

I've had this happen twice when the battery died. It goes into the SAFE 2 mode if you try entering it and don't do it right and then you have to leave the radio on for 1 1/2 hours to have it come on to 1000 and then set it with each number one at a time and then hold down right reset until he beeps on. So, if you are discouraged as I was, the answer is to leave it on with the SAFE showing for over an hour and it probably will come on with the 1000 for setting eventually.

SOURCE: How can I remove radio from 98 VW beetle to do repairs?

Yes there is. If you have the tall radio (double din) you will need the 4 key set. Search online for a set, they can be found fairly cheap. IF you have the standard size radio AND you feel brave there's a hack way, but it works. Two flathead screwdrivers on either side and pry it out. Look for this trick on youtube. I, personally am gonna get a keyset....

Hello! my 98 VW beetle has a radio ..but it is currently under safe mode..I can't however put the code in because one of the buttons needed to put the code is jammed :(

Use some wd40 on the buttons to free them up, this will not famage the radio. also try getting a clean dry [paint brush and cleaning around the buttons.

2000 VW Beetle - had to jump the battery and when it restarted the radio doesn't work and the fuses are not blown and it doesn't show SAFE or anything on the radio.

2000 Beetle radio has a 10amp fuse at its rear left. have to remove radio to get to it. removing and returning radio is not easy. let me know if you need help with that as i have done this repeatedly on two different 2000 beetles and finally have it downpat. of course you need radio code, have found an article on how to disable VW radio anti-theft code but have not tried it yet.

Need code for radio in a 1998 VW Beetle. Have VIN# an radio serial #. Any help will be appreciated.

You will need to inquire from the VW Servive Center. The Dealer is one of the few people that can call in and get the radio code.

First check your Owner's Manual in case a prior owner wrote it down insed the manual. Also look for a sticker inside the spare tire wheel well. For some model years VW placed the code on a sticker and then put it in that location. My daughter has a 98 VW Beetle and we had to inquire of the Service Department. They didn't charge us to obtain the code, and it took less than 5 minutes to obtain.

98 VW Beetle used-no radio code- I have radio & car serial #'s...

I assume you have this unlocked by now, but here's an answer for someone else for the future :-)
if you have the original radio that come with the car, look in the wheel well in the trunk, where the spare tire goes. (yep, you'll need to stand on your head). there is a sticker that will have the 4-digit code on it.
enter that into the radio.
I can't remember off the top of my head which one it is, but either the >> Scan or the am/fm button will be the "enter key"
