Always check the fuses first. You are going to have to give us make/ model etc if you want specific help.

They are likely to be cheaper and more helpful than a dealer. Dealer is the last resort unless you have a particularly good one. Try a local good home mechanic to have a look? Owners handbook will tell you which fuses do what.

your water controll valve located at the right side of the engine near the extreme rear end of the inlet manifold may not be working properly hence the hot air .

There Is Only 1 Fan In The System, Since You Can Select Between Defrost, Dash, Floor,
But Cannot Control Fan Speed/Shut-Off Fan.
I Would Replace The " Fan Selector Switch" Installed In Your Heater-A/C Controller Unit
Mounted In Your Dash.

Since replacing anything could cost hundreds of dollors, would you really replace it from a suggestion or would you prefer to get it diagnosed properly. It gets expensive when you just throw parts at a car. This really need to be diagnosed properly ( hands on with the proper equipment).

I also have a 53 clio with climate control and the fan stopped working. After being quoted £104 by dealership I decided to have a go myself. Bonnet up, remove driverside scuttle cover. Unplug fan resistor 7701051272 (large plug with black wire to fan)remove securing screws and resistor. Dismantled casing and peeled away gel from soldered side of circuit board around mosfet transistor-desolder and remove. Mine was a N342AD 75344G but the nearest I could get was HUF75337P3 from Maplin £1.68. This was the wrong 'package size' but I managed.Close the clamp slightly (before)to hold transistor firmly and then insert transistor and solder. Reassemble. After I got an email from a scrappy QUOTING £20 if you don't fancy the messing about.

this is a common fault on all saab 9-3 2003 onwards models, the heater blower seizes up. it is easily fixed.
first pop the bonnet,underneath on the passenger side wiper, lift the cover out and you will see a pollen filter, remove pollen filter and behind it you will see the fan motor, put your hand inside and rotate the motor, if it is seized or needs a bit of power to rotate then you need a new heater blower, in uk ring 01706825600 in rochdale saab specialist, they have a second hand blower for £75 and new one for£160,
once you get your motor proceed to the passengerside foot well, remove the glove compartment, then you will see the blower, now you also need to remove the underneath strip of plastic under the glove box and the side plastic cover that runs along side the gear box, there is a hidden compartment next to the hand break which resembles the hand break, open it and remove the two screws inside, all the screws are black for the plastic fittings and for the motor they are grey. th underneath plastic trimming of glove box has two screws remove them and pull the cover off, a little force may be required.
once the blower heater is fully exposed there will be a metal black strip infront of it that cannot be removed. the only part of the blower you want to remove is the bottom bit the rest will stay intack in its original place, now the air distribution pipe is connected to the blower just to hold it up, remove the screws and pull it out of its connection of the central console there is no adhesive used so just pull hard, then put it to the side.
the bottom of the blower has a power unit with a connection, unplug it, the actual power unit has 2 grey screws remove the power unit as this will not be provided when you buy a new fan blower, it is sold seperately costing £70, this part has to go onto your new blower so just leave it on the side for now,
this is the hard bit, you have to remove all the screws of the bottom half of the blower and all the screws holding the blower in its place, and also 1 bolt which will require a spanner.bolt is located on the left hand side of motor and is clearly visible, there are screws at the back of the blower, you will need to become a gymnast here and remove theree or for screws at the back, where the carpet ends there are two screws which you will need to get at with a bit of an angle here, it might seem difficult but keep trying, use a narrow screw driver not the 1 with a bulky handle, then there are two or three more screws at the back, you will be experiencing a bit of back pain now.
once you have removed all the screws the blower should be loose, remember we do not want to remove the whole unit just the bottom half, unclip the bottom half of the blower and pull it out, get the new blower stick on the old power unit onto it, plug it in, just see if it works, if it doesnt then may gold help you, but if it does work which its suppose to then proceed as normal, stick every thing back together, once all the bottom screws are on, stick the outlet air distribution pipe back on to the motor, this will hold the motor up, dont forget the bolt, and dont forget to connect the power cable to the glove box light, the rest should be easy, just put every thing back together.
